软力学人才成为竞争新法宝

　2008年9月22日，中力协（北京）企业管理中心正式宣布，我国首批软力管理师将于2009年3月诞生，标志着我国软力学产业的正式启动。据中国软实力产业协会专业人士预测，作为未来扮演企业“军师”角色的软力管理师行业将成为新型培训行业，而一些敏感的猎头公司更是早早把目光瞄向了软力管理师(SPM)。



　　●中国企业软实力现状令人堪忧

　　近年来，经济竞争从资本、技术等硬实力向品牌、文化等软实力竞争过渡的倾向越来越明显。中国软实力产业协会有关负责人告诉笔者，“20世纪90年代，约瑟夫·奈首次提出‘软实力’概念，并将其作为衡量国家综合实力的重要标准。其后十几年间，这一概念迅速被世界各地广泛接受，并迅速发展成为以研究各种软力为主题的知识体系，形成了软力学。国内著名品牌运营机构北京美恒文化发展有限公司周学云总经理表示，随着市场未来竞争日趋激烈，文化影响力、品牌亲和力、企业公信力等软力因素将会越来越深地影响到企业的未来竞争，形成硬实力竞争与软实力竞争双轨并行的局面。

　　但中国软实力产业协会日前所做的一项调查结果不能不令人堪忧：目前国内70%左右的企业软实力建设几乎为零；18%左右企业仅具有初级水平的软实力；能有效构筑自身软实力的企业仅占12%左右。在平均水平上，国内大型企业的软实力建设水平仅为发达国家的15%左右。由于缺乏软力支撑，在国外品牌巨头的日益紧逼压力下，不少中小企业正面临生死存亡之战。

　　针对这一现状，中国软实力产业协会方面表示，未来两年内将在国内实施一系列企业软力建设工程以带动国内整体软力水平发展。2008年底，该协会将先后在北京、上海、沈阳、重庆等12个城市陆续组织《中国软力产业高峰论坛》，邀请政府及企业人士参加，以共同磋商等方式进行规划。

　　●加强软力学人才培养势在必行

　　“‘软力管理师’是指运用软力资源，提升地区或企业综合实力，谋求综合效益最大化的专业人才。“中国软实力产业协会有关负责人告诉笔者，软力管理师的职责就是运用软力学，提升国家、地区、企业或个人软实力，以抗衡日趋激烈的软力竞争。大到国家之间政治影响力的对抗、小到企业的品牌竞争甚至个人威信的树立，都可以通过科学运用各种软力来实现。”

　　据中国软实力产业协会石保平会长介绍，良好地运用软力可以使地区和企业每年在影响力、竞争力等方面提升5%左右不等的综合实力。对于我国许多尚未形成软实力体系的产业来说，软力管理师的出现将扭转企业综合实力不均衡、抗风险能力弱的局面。从增强国家经济实力的层面来说，具有重要的战略价值；对于企业自身来说，引进软力管理师则意味着更强的竞争力和更大的利益空间。

　　同时该协会的专家也指出，目前国内软力产业正属起步阶段，企业软力建设意识欠缺和人才匮乏是决定软力产业发展速度的最直接制约因素。要想快速增强我国企业经济的软实力，当务之急一是在我国企业间树立起增强软实力，抗衡国际竞争的忧患意识；二是培养大批专业素质人才，迅速补充产业发展所需的人才。软力学未来将成为构筑中国经济软实力的主要途径之一，加速发展势在必行。协会负责人孙力表示，依据地区发展和企业发展的需要，当前软力人才的培养重点将分为政府型人才和企业型人才两大方向，以快速解决我国软力建设目前所面临的燃眉之急。

　　据专业人才市场调研公司、美国NCHR公司中国区负责人康小姐预测，未来软力管理师在中国的就业方向比较宽泛，在政府中级部门、大型企业中的需求将会显得尤其突出。未来十年间伴随着软力产业在中国的发展，软力管理师将可能变成最为炙手可热的黑马职业。
●软力管理师资质审核标准将出台

　　据悉，在加大软力人才培养和软力体系建设的同时，中国软实力产业协会将对未来的软力管理师的资质审核出台一套专属标准，作为指导软力培训行业的实施标准，并于3年内开始投入使用。



　　中力协（北京）企业管理中心培训处教务主任易瑞玲告诉笔者，软力管理师的从业特殊性决定了其高级知识复合型人才的定位，受训者必须首先具备市场营销、品牌传播等基础学科知识，并完成《软力管理学》、《软力传播学》、《软力营销学》、《软力经济学》、《软力心理学》、《软性资产管理学》等课程，最后通过专业资质考试才可获得SPM职业认证，所有环节缺一不可。

　　针对我国教育界目前尚未开设软力学专业课程的现状，中国软实力产业协会提出行业发展要求，建议培训机构未来与高等院校联合，陆续开辟相关课程，以规范和授权等方式逐步把软力学普及为日常选修科目。同时，SPM的培训内容和认证难度也将逐年上调，以保持与国际水平同步发展的标准。
